Just download it with NMM then use MO to manage the mod. Set the downloads folder of MO2 to the downloads folder of NMM so that it would automatically detect it. This is usually caused by missing or blocked files. Make sure that you unblock the zip before you extract it and that nothing in MO's directory is getting blocked by an AV or the like.
